Well maybe it is time pvers get faction as well instead of gold this may help in dealing with botters.Instead of gold drop there will be fation drops all you do is when you want something just use faction instead and if you need a run somwhere pay that runner with an item or rune of some kind.This might even help the economy of the game out as well and maybe like pvp but a cap on it up to 10k so you will have to use it and 20K for your vault do you can get your 15K armor and no materials required just like pvp.It would just mean to get your 20K and go and buy that 1 piece of armor and go out and get another 20K faction.when it comes to buying from the merchants it will be unlimited meaning you can buy more than 1 type of rune at a time say 3 sup absorbtion runes etc etc.when it comes to weapon mode just go the weapons merchant and get the mod you need.I am not posting this in the suggestion forum as it has gotten a lot of news latey with the 55 farming builds they can still go out and get XP to unlock more skills.
This is what has made pvp more superior to pve is when faction arrived it is time for both sides to have it.Faction would be non transferable as well.

PvE players can unlock skills through doing quests. They can also unlock skills through buying them from skill traders. Infact I think it is a pretty well known fact that if you want to unlock a class quickly, you do it through PvE.
PvE players can earn gold and buy mods/runes/armor. PvP players are stuck with just the PvP gear. With rune/armor swapping in matches being so effective, PvE characters definately have the upper hand there. Personally I use a PvE monk in PvP, with 3 different sets of armor and 8 headgears that I can swap on demand.
I'm really not entirely sure how you think that the addition of faction led to nerfing in PvE? That seems an entirely ridiculous statement.
The whole point of faction is so that PvP players have limited grind, because PvP is not about time spent. This is not an advantage, PvP players do not have an easier time. As I said earlier, to be truely competitive you would be using a PvE character anyway.
Faction should be non-transferable? The 10k that you apparently earn in an hour and a half would be wasted? That's going to make a huge impact, isn't it...
In short, your post is basicly rubbish. The point you are trying to make is non-existant. The same old PvP vs PvE argument re-hashed to make even less sense than usual.
